Expert assessment on the effects of Building Information Modeling
Dr. Thomas Liebich (AEC3 Deutschland GmbH) was awarded by the Federal Office for Building and Regional Planning (BBR) to create an expert assessment together with Siegfried Wernik (Léon Wohl-hage Wernik Architekten) and Carl-Stephan Schweer (RAUE LLP) on the topic "The effect of Building Information Modeling (BIM) on the scope of work and fee structure for architects and engineers as well as on the contractual arrangements". It was to be evaluated if and why there were going to be changes within the traditional scope of work by using Building Information Modeling and how it would affect the work of architects and engineers. Potential changes to the contractual framework were to be examined and consequently recommendations for changes to the German fee ordinance for architects and engineers were to be made.
Based on this scope the assessment took the state of BIM usage in other countries into account before comparing it to the one in Germany. After researching the basics in this way seven theses and the recommendations were prepared. The assessment states that the efficiency of the BIM method and the advantages for the client - e.g. certainty in terms of deadlines, expenditure and quality - are all dependent on the parameter set out in the theses. Especially the contractual framework has to be amended. In this content regulations making cooperation mandatory should be mentioned as well as BIM guidelines, legal certainty and the necessary embedding of the new scopes of work.
